入會方法

依據《國際民航公約》第三版第九章

第六十四條國家皆得提出入會員國〈以下稱入會〉申請

第六十五條申請國如符合以下條件時得入會:

一、必要符合條件:

1.符合微國家權利與義務公約第一條及第二條之國家

2.具有國家主權和完整之國家機構及主管機關

二、非必要符合條件:
1.為任一國際組織之正式會員國

2.國家伺服器除機器人外總人數達二十人〈含〉以上

第六十六條非成員國欲入會時由秘書處提議後，經理事會表決通過後即可入會，若理事會否決則再交由大會表決議之

Article 64
Any country has the right to submit an application for membership in the member states (hereinafter referred to as "membership").

Article 65
A country applying for membership may join if it meets the following conditions:

Necessary Conditions:
1. The country must comply with Articles 1 and 2 of the Convention on the Rights and Obligations of Microstates.
2. The country must possess national sovereignty and a complete national structure with competent authorities.
Non-Essential Conditions:
1. The country is a formal member of any international organization.
2. The country's national server, excluding robots, must have a total of 20 or more people (including).

Article 66
If a non-member state wishes to join, it shall be proposed by the Secretariat and, upon approval by the Council through a vote, may join. If the Council rejects the proposal, it will then be submitted to the General Assembly for a vote.
